Requirements
The site branding must be located in the header of the page.
The site branding strip must be the same height across all web pages and websites, as defined in the CUE template presentation requirements.
Any graphics located behind the Queensland Government logo or site name must have a colour contrast ratio of at least 3:1. (Large-scale text)
Any graphics located behind the site utilities must have a minimum colour contrast ratio to the logo of at least 4.5:1.
In addition, these backgrounds must not decrease the readability of these elements.
No additional navigation or links, apart from the Queensland Government logo, site name and site utilities, will be located within the site branding.

- Images or graphics placed behind the logo, site name or site utilities may interfere with the readability of these elements.

It is recommended that a block colour be placed behind the Queensland Government logo, site name and site utilities; instead of a graphic.
Examples
Colour contrast requirements
In this example the site name passes the colour contrast requirements. The colour contrast between the white text and the lightest shade used in the background image is 8.5:1. The minimum requirement for large text is 3:1. It should be noted that the site name, while passing colour contrast requirements, is not located in the correct location.
However, the site utilities element fails the colour contrast requirements. The colour contrast between the white text and the lightest shade used in the background image is 2.9:1. The minimum requirement for normal text is 4.5:1.
As previously advised, this can be fixed by using a block colour.
