Purpose

The purpose of this Queensland Government Enterprise Architecture (QGEA) policy is to ensure that departments implement and manage their cabling infrastructure in a consistent manner.

Policy statement

The Queensland Government implements and manages ICT cabling infrastructure in a consistent manner, ensuring that cabling infrastructure meets the Australian Communications and Media Authority mandatory requirements for cabling work

Policy benefits

The standardisation of ICT cabling infrastructure will:

  • establish a solid platform for implementing the Queensland Governments complex and diverse information and telecommunications applications
  • optimise Queensland Government investment in cabling infrastructure and provide cost reductions
  • improve compliance with Australian Communications and Media Authority regulations and other standards, thereby reducing the risk of litigation and penalties
  • ensure flexibility and supportability in regards to the operation of current and future ICT infrastructure.

Applicability

This policy applies to all Queensland Government departments (as defined by the Public Sector Act 2022). This policy also applies to accountable officers (not already in scope of the Public Sector Act 2022) and to statutory bodies under the Financial and Performance Management Standard 2019 in the context of internal controls, financial information management systems and risk management. Please see How to apply the QGEA for further information..

This policy also applies to all accommodation and properties occupied by Queensland Government departments (see ICT cabling infrastructure technical standard).

Policy requirements

Policy requirement 1: Departments must use a consistent approach when implementing and managing ICT cabling infrastructure

Departments must comply with the ICT cabling infrastructure technical standard when implementing and managing their ICT cabling infrastructure.

Queensland Government agencies must follow the QGEA exception process to be granted an exception from this policy (Queensland Government employees only).

Advice

The ICT cabling infrastructure standard provides detailed information on the areas associated with cabling infrastructure to help each department achieve consistency in approach for their cabling infrastructure. The ICT cabling infrastructure standard also details the technical requirements for all Queensland Government departmental ICT cabling infrastructure. The standard covers a variety of requirement including legislative compliance, purchasing, warranty and site certification, cabling, installation, testing, system design and cabling infrastructure management.

Policy requirement 2: Departments must have a cabling standard in place

Departments must have a cabling standard in place that covers the detailed cabling requirements for the department.

Advice

This policy and associated ICT cabling infrastructure technical standard is dependent on each department having a cabling standard in place to provide a more detailed view of the requirements and the specifications for that department. This should ensure consistency is achieved across the cabling infrastructure installed in all buildings within the department's portfolio.
