Collaborative workspace policy
Purpose
This Queensland Government Enterprise Architecture (QGEA) policy states the Queensland Government's direction in regards to implementing Information and Communication Technology (ICT) infrastructure and services in single-floor, multi-floor, single-agency and multi-agency buildings.
Policy statement
To ensure that the delivery of government services underpinned by information technology is collaborative reliable, low risk, cost effective and agile, the Queensland Government will standardise the implementation of inbuilding ICT infrastructure and services in alignment with the QGEA Collaborative workspace strategy and principles.
Policy benefits
This policy will assist departments in managing the balance between shared and siloed infrastructure and lower the cost of Machinery of Government changes.
The anywhere, anytime and any device connectivity outlined in the Collaborative workspace strategy provides a repeatable architectural pattern that will deliver seamless and secure access to agency networks throughout government buildings without the need for agency intervention.
Ongoing agency take up of the Collaborative workspace policy will potentially increase their ability to:
- make transitional steps in the ICT delivery models and network architecture to align with the QGEA ICT as-a-service policy
- reduce costs associated with ICT hardware procurement, support and training through consolidation
- provide coordinated delivery of services and infrastructure, resulting in less waste and rework
- maintain and possibly improve capacity to integrate with up-to-date, evergreen technologies and to align with changing business requirements
- provide a single unified view of agency identities across multiple sources
- embrace new ways of working through:
- mobility
- modern activity based environments
- collaboration between staff, public and private sectors.
Applicability
This policy applies to all Queensland Government departments (as defined by the Public Sector Act 2022). This policy also applies to accountable officers (not already in scope of the Public Sector Act 2022) and to statutory bodies under the Financial and Performance Management Standard 2019 in the context of internal controls, financial information management systems and risk management. This policy also applies to internal Queensland Government ICT service providers.
Policy requirements
Policy requirement 1: Departments must as a minimum comply with the wired and wireless repeatable architectural pattern outlined in the QGEA Collaborative workspace strategy and principles, unless the Chief Executive Officer has formally approved an exemption
Where a department owns the ICT hardware regardless of the location or if an applicable managed service is outsourced, the department must review its alignment with the Collaborative workspace strategy and principles at refresh or contract renewal.
Policy requirement 2: Uptake of services enacted by this policy should be procured through the Queensland Government panel arrangement ITSS.1405A/C
Should an agency obtain an exemption from this policy requirement, it is the Queensland Governments expectation that the department should configure their own or outsourced network in accordance with the Agency Integration Service specifications documented under ITSS.1405A/C. Policy requirement 3: Agency relocations into single floor, multi-floor and multi-tenant buildings should be reported to QGCDG and/or ICTSS, TMR
In order to provide visibility of both policy requirements 1 and 2, agencies should report on uptake of ITSS.1405A/C and adherence to the QGEA Collaborative workspace guideline.
