Consider existing employees affected by workplace change

Before filling a vacancy, the recruiting public service entity must review the Supporting employees affected by workplace change (Directive 01/22) to identify and consider existing employees affected by workplace change (see clause 9.2).

If your vacancy is for a non-frontline AO3–SO (or equivalent) role and it is permanent, or a temporary role for more than 12 months, it must be submitted into the eJobs Employee Placement System (eJobs) (government login required).

If your vacancy is for any other type of role (e.g. frontline roles, an AO2 level role, or a temporary role for less than 12 months), your HR team will review and submit your vacancy into eJobs at their discretion.

Your vacancy will be available in eJobs for 7 calendar days, and may be advertised concurrently. See clause 9.5 of the directive where a vacancy is advertised concurrently, the receiving agency must consider affected employees prior to commencing assessment of other persons not currently registered for priority transfers (and/or redeployment).

An affected employee who may be suitable is found

If a case manager believes they represent an employee suitable for your role, they’ll refer them to you for consideration. You’ll need to complete a suitability assessment. See Workplace change.

You have 7 business days to complete a suitability assessment. The assessment should consider if the employee has the knowledge, skills, and abilities to perform the duties required or the ability to learn the duties required.

You must notify the affected employee of the outcome of the suitability assessment within 2 business days of the assessment being completed.

The employee is suitable

If the affected employee is suitable, speak to your HR team about appointment and how to finish a recruitment process. You’ll need to agree on a suitable commencement date that works for you, the employee and their current entity or business area. A commencement date of 2 calendar weeks is usually appropriate.

The employee is not suitable

If the affected employee is not suitable for the role, a suitability report must be completed and provided, with constructive feedback by the recruiting manager to assist the affected employee in future referrals and vacancy applications.

No suitable employee found

If you don’t find a suitable employee through eJobs, you can proceed to fill the vacancy by other means—speak to your HR team. You must do this within one month from the date you’re advised there are no suitable employees. If you don’t, you’ll need to resubmit your vacancy to eJobs again before filling the vacancy.
