Assess risk for your building construction project
The risk rating of your government building project will determine how you need to comply with Queensland Government procurement policies.
You need to work out if your project is considered high risk or significant (HRS) before you procure building construction services.
Assess risk using the Prequalification (PQC) System
You must use PQC to assess risk for:
- building projects worth $1 million or more
- building specialist or consultant contracts worth $60,000 or more
- HRS building projects.
Other risk factors to consider
Design
- Low risk – involves traditional design, materials and simple services trades with minimal requirement for innovation
- Minimal risk – means you are required to resolve industry standard construction techniques and/or buildability issues
- Medium or high risk – means you are:
- required to develop design and documentation
or - required to resolve complex construction techniques and/or buildability issues
- required to develop design and documentation
Timeframes
- Low risk – the completion date is important but not critical
- Minimal risk – the completion date is critical and has implications (e.g. air conditioning for a school in the tropics that needs to be repaired or replaced during the holidays to be ready for students to return in January)
- Medium or high risk – the completion date is critical and has significant implications (e.g. a ceiling leak in a hospital operating theatre that must be repaired on time to allow surgical procedures to continue and to avoid impacting patient care)
Specialist services
- Low risk – doesn't involve specialist services
- Minimal risk – may involve a moderate level of specialist services trades
- Medium or high risk – may require a high level of specialist services trades
Quality
- Low or minimal risk – means that industry standard quality is acceptable
- Medium or high risk – means that higher than industry standard quality is required
Sensitivity
Sensitivity refers to the risk issues associated with a service.
HRS projects require the contractor or consultant to have sufficient experience, and appropriate systems, people and business skills to address the level of sensitivity.
