Agency procurement Functional Maturity Assessments

Queensland Government Procurement (QGP) has established a Standing Offer Arrangement (SOA) QGP001-FMA-2025 for Procurement Functional Maturity Assessment services.

The Functional Maturity Assessments (FMAs) are undertaken using an online tool, designed to enable a whole-of-government standardisation of maturity measurement, supporting Queensland Government to elevate its procurement maturity from ‘Established’ to ‘Leading’ by 2027, and ultimately to ‘Excellence’ by 2032.

FMAs evaluate how well an agency's procurement practices align with standards and benchmarks.

By completing an assessment, agencies can:

  • identify limitations in procurement processes
  • identify strengths in procurement processes that can inform capability uplift in other agencies
  • assess resourcing requirements for capability uplift
  • demonstrate their commitment to achieving procurement excellence.

This initiative reinforces the government's commitment to fostering a culture of continuous improvement and investment in procurement capability development.

Sourcing a procurement Functional Maturity Assessment

ArcBlue Consulting (Aus) Pty Ltd is the sole supplier of functional maturity services on the arrangement.

Buyers should follow their agency/organisational procurement policies and procedures.

ArcBlue’s Functional Maturity Assessment Tool is accessible through an online system.

QGP and ArcBlue have established accounts for all budget sector agencies with login details provided to each agencies key contact. To identify your agency’s key contacts, email skills2procure@epw.qld.gov.au.

To place an order, budget sector agencies must log in to the system and verify their request.

Non-budget sector agencies and organisations can place an order by emailing support@arcblue.com.

Please advise the Capability and Accreditation team at skills2procure@epw.qld.gov.au if your agency has already undertaken a functional maturity assessment with a different provider in the 2025 financial year.

ArcBlue can provide functional maturity assessment services to:

  • a Queensland Government department or agency
  • a Queensland Government Body
  • an entity which is directly or indirectly, partially or entirely funded by the State of Queensland, and/or a community based, non-profit making organisation performing community services, and/or another entity, from time to time approved by the State of Queensland acting through the Department of Housing and Public Works – Deputy Director-General - Procurement, as an Eligible Customer
  • the Commonwealth, another State or a Territory Government.
