Agency procurement Functional Maturity Assessments

A procurement Functional Maturity Assessment checks how well an agency's procurement process meets set standards and compares to others.

Completing an assessment allows agencies to:

  • understand the limitations of their procurement processes
  • identify resourcing requirements to improve procurement capability
  • demonstrate their commitment to continuous improvement of procurement practice.

The Queensland Procurement Policy 2023 outlines Queensland Government’s commitment to upholding a culture of continuous improvement in capability and performance through the investment in capability development and functional maturity improvement.

Sourcing a procurement Functional Maturity Assessment

An agency can purchase an assessment from the Professional Services Tranche 4 Procurement and Probity (QGP0050-18 – T4) arrangement.

Agencies with a Gartner subscription may choose to use the assessment available as part of the membership.

Suppliers on the arrangement can provide services to all Queensland Government public sector agencies including:

  • Queensland Government budget sector agencies
  • Queensland Government bodies (including government owned corporations, statutory bodies, commissions, and boards)
  • non-government organisations approved by the Queensland Government
  • universities
  • local government authorities.

Meeting Queensland Government obligations

All Queensland Government departments (budget sector agencies) and Category Lead Agencies are required to complete a procurement Functional Maturity Assessment.

As outlined in clause 43 of the Queensland Procurement Policy 2023, 'Accountable officers' must ensure an assessment is completed:

  • by 30 June 2025
  • at least once every 3 years.

All other Queensland Government agencies are encouraged to complete an assessment, but it is not compulsory.
