Upgrade of the QSS Finance IT System

About the project

Queensland Shared Services (QSS) administers finance services for 31 client agencies. QSS is upgrading their finance IT system from SAP ECC6 to SAP S/4HANA Public Cloud by December 2026.

The upgraded system will improve how financial processes are managed across agencies. QSS are working with agency representatives and executive, business process owners and functional experts to ensure the system is fit for purpose.

The upgraded system will provide:

  • Improved user experience with modern self-service capabilities, making it easier for agency users and QSS staff to access and manage financial processes.
  • Standardised system and processes to support efficient shared services.
  • Opportunities for client agencies to consolidate finance functions, reducing the need for third-party or outdated systems.
  • A scalable design that can grow and adapt to meet future needs, giving Queensland Government more flexibility.
  • Enhanced back-end administration of Machinery of Government (MoG) changes.

Simplified IT management and reduced operating costs, allowing QSS to focus on delivering better support and services to the Queensland public sector.

Project phase

The project is being delivered through the SAP Activate methodology. Client agencies will go-live across two releases.

Release 1 comprises of two stages:

  • Stage 1: Validate scope across all agencies and complete the S/4HANA the base build.
  • Stage 2: Incorporate other streams, including integrations and analytics into the S/4HANA base build configuration.

High-level dates for Release 1, Stage 1:

  • Prepare: January – March 2025
  • Explore: March – July 2025
  • Realise: July – October 2025

High-level dates for Release 1, Stage 2:

  • Prepare: September – October 2025
  • Explore: October – December 2025
  • Realise: December 2025 – February 2026
  • Deploy: February – April 2026
  • Run: May – July 2026

Release 1 Agencies for both stages:

  • Go live in May 2026.

Release 2 agencies, with a go-live in November 2026, high-level dates are:

  • Prepare: March – May 2026
  • Explore: May – July 2026
  • Realise: July – September 2026
  • Deploy: September – November 2026
  • Run: November – December 2026
