This transition plan provides information for agencies on the implementation of the Digital services policy. The plan includes a staged adoption of the policy with three phases over six years. Services with the greatest customer reach and impact are prioritised first to deliver value early.

Tools and guides to support the transition will be developed, including core skills programs needed to uplift capability to meet the standards.

Transition plan timeframes for phase 1, 2 and 3

Policy requirements

Phase 1 (by 30 June 2023)

  • Existing services must continue to comply with existing design patterns (Consistent user experience for agency websites or Single website experience for franchise websites) or use the new Queensland Government design system (criteria 6).
  • All digital services must comply with WCAG 2.1 AA (criteria 9).
  • New or redeveloped high-volume transactional digital services that are initiated after January 2022 must comply with the digital service standard in full (criteria 1-13).

Phase 2 (by 31 December 2024)

  • All new or redeveloped digital services (transactional and information) must comply with the digital service standard in full (criteria 1-13), including the Queensland Government design system.

Phase 3 (by 31 December 2027)

  • All digital services must comply with the Digital service standard in full (criteria 1-13), including the Queensland Government design system.
